SIDs and STARs for these airports and a few others in South America were available in charts but not available inside MSFS. All the latest software installed VIA navigraph.
The reason is not a navdata issue, it´s a stock scenery issue due missing runways or wrong runway-idents.

for SCIE - compare the airport diagram in the stock scenery with the real-world. When they are not matched, the sim blocks the terminal procedures:
