I am unable to get FMS DM to update my:
Little NavMap, SimToolkitPro, or X-Plane 12.
I’ve searched and tried to follow the advice from other related threads, I think that I’ve done everything possible:
Verified my account is active.
I’ve disabled my anti-virus and firewall.
Uninstalled FMS DM, deleted the C:\ProgramData\Navigraph\FMSClient and C:\Program Files (x86)\Navigraph\FMS Data Manager directories.
Downloaded and installed the latest FMS Data Manager version 1.8.14.0130.
Removed all of the Addon Mappings and rescanned them.
Verified that the X-Plane 12 directory was correct.
Then attempted to re-update applications in the Addon List.
Deleted the settings.conf file before updating a second time.
Even tried running the FMS Data Manager as Admin.
What’s wrong?
My Little NavMap and SimToolkitPro have not been updated since 2304.
The FMS DM downloads the data file but apparently fails to install it for either of them.
X-Plane 12 used to download and install, but afterwards it still showed the previous AIRAC cycle, meaning it never actually updated. This had been going on for many months. I had to manually update X-Plane 12 with 2402.
Now it downloads and does a backup, but fails to try to install – I don’t see a message that it is installing.
I have checked the log file and I see many “Invalid filelist” messages, could this be the issue?

Second issue:
The download speeds are incredibly slow! 10 minutes to get 1MB. After a while (10 minutes) it speeds up. I have gone to the settings and played with several different regions and had no better results.
Please let me know what else I can try about the updating my AIRAC cycles and the download speeds.

Can you confirm, that your XP12 installation is in E:\X-Plane 12?
Also, please can you check if you have enough space on your C-drive?
And last, can you look into this folder C:/Users/Jeff/AppData/Local/Temp\Navigraph\5487e475-cefa-4a78-96b6-e1f2c5a34b5e
There should be a ZIP-File called master_xplane12_2403.zip … when yes, can you try to open it please and can you try if you can de-compress it manually?
Yes, I have 1.2 TB free space on my C: drive.
Yes, X-Plane 12 is my installation, on the E: drive.
Yes, I was able to extract the zip file to a temp folder using 7-Zip, but it had errors, see screenshot.
Exactly what I expected and what the logs also shown … it looks like, your internet connection (or your provider) is the bottleneck. According the logs and your settings, the download starts normally but the download-speed is extremely slow and I assume that this timeouts are the reason for the in-complete ZIP file. The incomplete file extraction results normally in this “header errors”.
Do you have any Antivirus Software installed? Any firewall? Do you use VPN?
Are you able to try it via a mobile internet connection instead of your local LAN connection?
I have checked the file (master_xplane12_2403.zip) on our servers and the file is free of virus, and can normally extracted. Further, we have no other report here or in our ticket system that this file is really corrupt. So, it can only be any issue on your system and I guess (according your screenshots, which are ok and the logs from you) that this has something todo with your internet-connection and/or your provider that he is blocking something.
This is why .zip domain names are so evil, they can mask potentially malicious websites. Which is also why more and more routers are allowing you to block .zip (and .mov) domains in their firewalls.
Once I stopped the firewall from blocking it, I was able to download and update all of my add-ons.
I must have set this up last year sometime and forgot about it.
