I’m sorry, but your posting contains so much confusion. There is no ILS for runway 16 into CYFB, nor is runway 33 on CYFB; there is only runway 34.
Our source doesn´t offer waypoint D161D therefore, I assume this is a calculated waypoint from the BAe FMC. Also, I assume they use the wrong recommended navaid to calculate this waypoint. The “procedure turn” references the IFB ident (which is the localizer ident) - I guess they are using the YFB VOR, which is slightly offset from the runway, and therefore, the calculated waypoint is also offset.
Here is what I mean - The Frobay VOR is slightly on the right of the runway. The red line is the bearing on 161°, which would explain the offset. The green is the IFB Localizer-DME, which should be used because it is the “recommended navaid” here.
