Hi, welcome back to the forum!
The VFR indicator you have circled is the weather flight category of the airport. It indicates that PHX is currently having VMC (visual meteorological conditions) and VFR flight is possible!
If the weather was worse, you could get MVFR IFR, or event LIFR. I hope this clarifies the situation!
