Unable to view airways on charts desktop or mobile or browser using the VFR map, toggling chart filters does not change any chart elements on IFR low and IFR high charts.

Hmm. Are you attempting to add airways to the VFR map? Or hiding it from IFR L/H?
Toggling the airways option in the filters should work, regardless of preset:
Could you show a screenshot or video of your issue? Please keep in mind that airways are not visible when zoomed out too much!
