Nadi has an ILS for runway 2 but it wont show on ZIBO B738. It only shows as a LOC approach.

that´s correct so far. The problem is that the MAP is prior the runway-threshold. Jeppesen coded such situations with LOC´s only in their data - this has something to do with the ARINC424 coding rules.
