I have checked the AIP of South Korean and it seems that this TACAN (SAN on channel 73) is de-commissioned because it´s not included in the AIP any longer. Also possible is, that this TACAN is an military only one, where we don´t have access … In civil world, the SAN TACAN doesn´t exist and therefore its not included.
