The DE28R is a overfly waypoint at the end of the runway and this waypoint is important to avoid the turn before.
The problem is, that the “first” waypoint before the right turn to 308° is a “course to altitude” leg (course 277 at/or above 650 feet). So, you may not turn before you have reached 650 feet but due the different climb rates of the a/c it could be possible that such turns starts in the middle of the runway. To avoid this, the a/c must overfly the DE28R waypoint and when the a/c has reached the 650 feet, the a/c can immediately make the turn, when not the a/c climbs to the 650 feet and make the turn later - the important point is, not before near of the end 28R.
So, this waypoint is only a “help” waypoint not to make the turn before even you have reached the 650 feet.
