In the Southwest OFP, surface winds in the Takeoff and Landing sections near the bottom of Page 1 always show 000T00. This started on or about 8/22. Since this started, there are now 2 lines in the landing section. One where the RWY COND is DISP-WET and the other for 5-GOOD.

Correct this is standard SWA dispatch ops as they will always try to plan worst-case. So calm the winds and make it wet= no improved performance.
