This is currently a limitation in SimBrief. It will ignore any step altitudes if they occur during the descent phase.
Because your cruise altitude is F370, the TOD occurs before RIBSO, therefore the custom altitude you set at RIBSO is ignored since you’re already descending. You’d need to set a custom descent prior to RIBSO, for example at MUBZI.
