I guess you’re expecting it to climb you at VADEX rather than MAREG? Looks like you’re right, apparently you’re not even allowed to fly this direct at FL240:

Curious about this too.
It is the BABKO L856 VADEX route that is enforcing the low altitude as airway L856 has maximum altitude of FL245. If you changed the route to be BABKO DCT VADEX this would be correct, give you cruise altitude routing immediately from EPKK, and still be compliant with EuroControl flight planning.

Additionally, if you changed the routing slightly in Italy to join the airways later at TODNO, the flight plan wouldn’t have a premature descent to FL290. In this instance, it is because top of descent is a few nm before TODNO so you would already be descending. Joining the airways at ROVIG would be descending at least 46nm too early as you would need to be at FL290 by ROVIG.

Goog point on using a DCT rather than an airway here, but that’s not always possible. My point was that changing:
N0417F240 BABKO4J BABKO L856 VADEX DCT MAREG/N0458F400 …
…to:
N0417F240 BABKO4J BABKO L856 VADEX/N0458F400 DCT MAREG …
…would also pass validation and result in a much earlier climb even if taking the airway were mandatory (which it isn’t here, but could be elsewhere).
As it stands, the route as originally flown/planned by SimBrief:
N0417F240 BABKO4J BABKO L856 VADEX DCT MAREG/N0458F400 …
…actually won’t validate – you’re not allowed to fly VADEX DCT MAREG at FL240
