Navigraph just cannot be completely installed. for whatever reason … I’ve tried the download several times and uninstalled and reinstalled it again often enough.

Just to be clear, are you referring to Charts Desktop install or FMS Data ?
Please post screenshots showing any error messages or lack of install using Guide to posting Screenshots
