We are running download “flight Aviation Technology G1000 Student Pro” version 2304. We were hoping it would update a nearby VOR we practice with often. The airport is Shelbyville TN KSYI, old VOR freq is 109.00 … should be updated to 113.55 Thx

Yes, that old VOR frequency works in the sim when you dial in the old frequency. New frequency doesn’t work.
In which sim? FS9, FSX and P3D are using a old in-game database, which includes the old frequency. When you use the MSFS you will see that this VOR frequency is updated to 113.55 …
Again, there is no AIRAC update for the stock data for the sim FS9, FSX and P3D … so, when you use one of these three (or all), you will never receive a signal on this new frequency because the sim´s doesn´t know anything of it …

As Richard pointed out, there’s no Navigraph update of stock sim instrumental data for FS9, FSX and P3D up to v5. However updating such data is still possible. See this FAQ on this forum
