No <Package name="navigraph-navdata-base" active="true"/> in Content. xml in MSFS

I’m told I should have two entries in the Content.xml of MSFS for Navigraph they are

But I don’t have the I believe it causing a problem using FSTramp as I see no ILS in the whouls of Italy and a few countries to the east of Italy.
How can I get the file to install in the Content.xml ?
