Yesterday I subscribed to Navigraph for the first time. I installed the Hub, installed AIRAC 2403 rev. 5 and now KBWI has no SIDS or STARS. When I uninstall the nav data through the Hub KBWI SIDS and STARS reappear. Reinstalled the nav data and they’re gone again. Other airports appear to be fine. Please help.

the MSFS stock scenery for KBWI is outdated - there is a missing runway 15R/33L
Here the current airport diagram from the FAA:
The data are all included for KBWI but the logic in the MSFS disables it, when terminal procedures can´t be assigned to a runway - in this case, there are some terminal procedures for 15R/33L but the runway doesn´t exist in the MSFS scenery - and therefore no SIDs, no STARs.

Please report this to ASOBO/MS, that´s no navdata issue. You can also install a 3rd party scenery, which has the missing runway included and you will immediately see the SIDs/STARs without any update from our side because they are still included.

So, no navdata issue - more a MSFS stock scenery issue due the missing runway. This issue exists since day 1 but no improvement from ASOBO/MS, sorry.
