I tried to change the mode to Standard IFR but I still can’t get KBWI 33R/15L charts to show up. Primarily using iPhone but I also checked the desktop app, no dice.

Hi…

Make sure you have the latest Charts Version which for Desktop is 8.28.0

and from iPhone:

If still no joy, please uninstall/reinstall apps.
