I’m using XP11 native, the ILS procedure is missing from CIFP, so it doesn’t show up in the fms. The station itself is listed in earth_nav file and it’s loaded in X-Plane, just it doesn’t show up in fms. I checked the chart for ILS 01 and noted that the procedure was revised in 29 March with change in altimeter setting. 29 March means it was published in between 2403 and 2404. So i start looking for the navdata file (i always use manual download since the fms manager somehow can’t find my x-plane installation) and found that the ILS has been missing since 2403 onward. 2402 is the last one that has the ILS procedure inside the CIFP file.

According the Indonesia AIP Supp 05/24 the IBRZ loc/gs is unusable until 31 Dec 2027, which in turn makes the ILS and LOC RWY 01 also unusable.
In addition to removing the ILS procedure from the source, Jeppesen also published this in their NavData Change Notice for this:
WAQT, Kalimarau
Tanjung Redeb, Until 31 DEC 2027 IBRZ
Instrument Landing System (ILS) and Glide Path
(GP) are unserviceable due to technical reasons
