Navigraph Charts has a plate for an ILS approach to Rwy 21L at KLSV, but this approach is missing in the FMS data. Neither MSFS, Pilot2ATC, nor LNM show this approach available (LOC Y RWY21L is the only one). I’m on 2101 Rev 1 on all of those.

I´m not 100% sure but it could be due this NOTAM:
M0010/21 NOTAMN Q) ZLA/QFALT/IV/NBO/A/000/999/3614N11502W005 A) KLSV B) 2101061950 C) 2103012359 E) CURRENT PUBLISHED LSV TACAN DME UNUSE 345°-028° BYD 18NM BLW 9000’ AND 345°-028° BYD 24NM BLW 15,000’ ARE NA.
… because the ILS or LOC-Y 21L needs this Tacan VOR (also for the missed approach procedure). Again, this is only my personal assumption but I guess a “valid” one.

this seems like the same thing ive encountered at urss (sochi)… from what i recall its something about the missed approach point being a fix or the approach not ending at the rwy, or something like that.
No, at URSS the missed approach starts prior the runway threshold and therefore it’s not coded but thats not the case here.
The missed approaches are for X and Y nearly equal so this can’t really the issue. Only the DME is missing and thats the reason I guess.
Again, that has nothing with the missed approach like at URSS.

Though if that would be the reason, neither of them should be included, right? The LOC-Y 21L approach is available…
Also, the plate says “Radar or DME required”… Doesn’t that mean that you can still fly the approach if Radar is available?
