What does it mean if I have set Europe/Africa I dont have FMS data for America airports ? PADQ SID is missing btw.

It is the server from which you download data for the FMS Data Manager (ideally in the same region as you reside). The data you download is the same, worldwide coverage, regardless of which server.

For the missing procedures issue, please be more specific, which software/addon/simulator? Could you post a screenshot?
