The FMS Data Manager needs the MSV C++ redistributable for VS 2019. Normally, this will be installed automatically during the installer-setup, but sometimes this failed to install/update this package due blocking files from other appliations.
Here you can download this packages directly from the Microsoft webpage. Please close all applications and install it. Reboot is normally not needed, but for safety reasons to be sure, that really all files are installed/updated correct, I would do a reboot after the installation
