Custom Dispatch URL does not load saved CI

When using a custom dispatch URL for a saved airframe, the custom cost index for that saved airframe does not load into the flight plan.

E.g. using “type=186604_1711887168980” uses a saved airframe with a default cost index of 100, but the cost index field is not populated (is left on auto).
