Waypoint altitudes given above cruising altitude

I am generating a flight plan for the following route:
ENRY/30 N0445F270 MOGL1F MOGLU L727 GETPA L996 TOPLA N195 KEKOV Z491 DEMUR DCT OBDEJ OBDE1B EPSC/31
The auto-selected cruise altitude is 27000, probably to meet an airway restriction of max 28500 between LALIL and POKEN, but it is giving an altitude of 35000 for waypoints LATKU and KELIN.
Is this to be expected or is it an error in the dispatch system?

I’ve applied a fix that should result in a more reasonable altitude profile in this case:

ENRY/30 N0441F350 MOGL1F MOGLU L727 GETPA L996 KELIN/N0442F270 L996 TOPLA N195 KEKOV Z491 DEMUR DCT OBDEJ OBDE1B EPSC/31
