Step Climbing and Descending

When plannnig a flight from Braze airbase to Dakar, using an Airbus 330, the OFP gave me such step climbing and descending as shown below:

I have to climb to FL360, then descend to FL230, then descend to FL130 and climbing to FL370 and FL380.

Is it real to descend to FL130 in the middle of the flight, in the ocean? Or am I doing something wrong?

The levels have been applied based on your routing.

Free Route Airspace applies across Portuguese airspace for higher levels, plan to use that rather than airways.

The use of G851 from ORTIS further restricts your levels as it has a higher limit of FL145.

Basically, what srcooke said above.

Just to add, a better route for EGVN-GOOY would be the following:
