Is the downloader required in MSFS 2024 if -like with MSFS 2020- I want to have relevant IFR ATC instructions?
If the downloader is required, where can I find it for fownload?

If I wanted ATC instructions to be relevant to my flt-pln, I had to download the Simbrief generated flt-pln into the relevant folder of MSFS 2020. Using the Downloader.
Is the same still required with MSFS 2024?

You can use the latest SimBrief Downloader but pointed to the relevant folders in FS2024, something like:
c:\Users\username\AppData\Local\Packages\Microsoft.Limitless_8wekyb3d8bbwe\LocalState\
