Receiving an Inexplicable Step-down Altitude

I’m receiving a step-down altitude shortly after reaching TOC that I can’t find an explanation for… HAAB to FAOR. From FL360 to FL350, immediately back to FL360. Airway UM308 (RUDOL - LOTAS), to UM441 (LOTAS - APGEP).

The minimum/maximum for both segments is FL245–UNLTD. There is no restricted airspace according to Navigraph. AIRAC 2505. HKNA Nairobi uses the semicircular rule (East is odd, West is even).

When inputting the three waypoints individually, instead of the airway, I do not receive an altitude change. The cruise is FL360 for some 1500 NM before a step climb to FL380. What am I missing that would cause this?

Hello, odd indeed. It could be a restriction for the entry into NAIROBI FIR. I will sent this up the to the data team.

There is a difference in the defined cruise level availabilty ( SA to SO ) requiring a change to ODD FL between RUDOL and LOTAS so the step appears correct.
