For MSFS 2024, only visual approaches are available for Doha (OTHH), instrument approaches are missing. SID/STARs are in the database.

That is interesting. I tried reinstalling both the hub (1.2.13) and the 2413 rev.1 beta, but no change.
Anything non standard, like an addon scenery?

Actually yes an addon scenery, and when disabled, the approaches are available.
The runway designations are the same in the sim and the database, what else can cause this? I did not verify the exact runway headings as it takes ages to start the sim many times…
Try the “A” trick in front of the airport scenery name. It worked for me for several airports. Even though I still have the issue that all fixes in star/sid are thousands of miles away since they are populated with longitude/latitude N0/E0

@matteospacca is correct here. The loading package order system has been changed with MSFS2024 and works in alphabetical order. That means the packages will be loaded in order, and the name on the packages, which means a package starting with A will be loaded first, and a package starting with Z will be loaded last.
We have an open ticket to this in the dev forum, but still no response.
