There seems to be an ongoing issue with the order of packages. For more information, see this thread:

We have a bug report open in the MSFS forums to try and bring some light to the situation:

In the meantime, it seems like one user was able to fix this by manually sorting the packages! Maybe it is worth giving a try:

Here’s another thought. Do I use the Package Reorder Tool under General > Advanced Options to change when the Navigraph AIRAC Cycle loads? Does it need to load first or does it need to load last? (What is my age-old question, of course, is why this is affecting me and not others… sigh.) EDIT: Okay, I used the reorder tool to place Navigraph’s AIRAC cycle to load last and on cursory glance, it looks like it has resolved the issue, for now.
