Open airports not found in SimBrief

ZHLY - LYA - Luoyang Airport is not available for flight planning.

I am a Navigraph subscriber so the issue is not that the airport is too new for my AIRAC. Also, this airport isn’t new: according to Wikipedia, it was the 4th busiest airport in China in 2009. Also, according to the Chinese Wikipedia, it has been open since 1987 and was in operation as of 2019, so it doesn’t appear to be closed.

Does anyone know why this airport would not be available for flight planning?
