I just noticed the detailed “map layout” settings menu is not accessible anymore, for me anyway. it used to be in the top left had corner in Charts 8. ideas?

You mean the place where you can edit the individual layers/items shown on the IFR/VFR map? You can do so here:
See my highlights 1, 2 and 3.
(1) Open the map layers panel.
(2) Enter edit mode.
(3) Select the layer category you’d like to edit. If you choose the IFR Navigation category you can turn on/off waypoints, navaids, etc.
When you are done with your edits press the (2) button again to exit edit mode.
