i would like to know how can i calculate the flight plan to determine ETE and Fuel burn based on :
i couldn’t find any options in the dashboard

That capability does not exist - some professional systems dont have that capability without paying a ton of $$$ for it.
Actually Simbrief does have “nil wind” though 
(or close enough)
At the very bottom of the New Flight/Edit page, under Debug Parameters, you can toggle Winds Aloft from Enabled to Disabled.
The others would be nice to have but any such data is most likely, as Doug pointed out, prohibitively expensive to license.

As Tim said, “Nil wind” is selectable in the Debug Parameters section.
The other wind scenarios are unlikely to be added any time soon.
