Is VTBS To VTCC
… because the runway idents are changed from 19LR → 20LR or 01LR → 02LR
That means the scenery is outdated, and the MSFS can´t assign the newest runways/procedures we offer to the current obsolete scenery. Therefore, the MSFS disables all terminal procedures even when you have it on your system.
I´m sorry, but that’s an MSFS limitation/issue. We can´t do anything about it.

You´re welcome … we hope on an approvement with the new MSFS 2024 
that also we can change the runway idents to avoid such issues in the sim.
