It seems that ILS approach for VIDN RW08 is not present in the Navigraph navdata both in XP and MSFS. Only LOC08 approach is there which was replaced with ILS as per the charts.

No, the ILS is not missing, it is correct because this approach is an ILS approach, but can only be coded as a LOC approach due to the missed approach part, which doesn´t follow the runway heading and starts before the runway threshold. Such situations (not following the runway headings) will only be coded as LOC approach. However, when you enter the frequency, you will also see a GS, and you can fly an ILS approach because this runway is certified with a fully ILS.
