I have a subscription to FMS Data and want to upgrade to Charts, but I can’t. Could someone tell me the process to follow?

This kind of issue is referred to Navigraph Account Support, available at account@navigraph.com. In order for them to be able to help you efficiently, please provide screenshots and/or a more detailed subscription of why you are unable to upgrade.
