This should be an odd alttiude as it’s going northeast.
More than likely the first heading off the runway is westbound - juet like in a professional system.

Where is your TOC for SAN-SLC, the OFP would help.

From your OFP, the IMT (initial magnetic track) between CADEZ and HAKMN is 359 degrees magnetic:
… Which is why you start out at an even altitude, and step climb to an odd altitude after HAKMN:
So all that means is, this isn’t a bug with SimBrief and the system is working as designed at the moment.
I will double-check the magnetic declinations at these waypoints, perhaps they are a bit off. And I’ll also consider inhibiting stepping up/down for single legs if the track is within 1 degree. Not sure how other systems handle this to be honest though.
