Using AIRAC 2608, there is a chart for the NDB Approach 27L at OSAP, but the approach itself is not included in the NAV Data and selectable in e.g. the Fenix A320.
Only ILS 27L, as well as the VOR approaches 27L and 09R are listed.

I think the data were not ready on time and were therefore not included. I don’t see any reason why it can’t code.
I would recommend waiting for the next cycle and checking it again.

There is no NDB approach chart published for RWY 27 in the Syria AIP either.

The approach chart is not published on the AIP, however there is a section for the approach. As Richard mentioned, its likely they were not ready to publish the procedure.
OSAP is going through some fairly big aerodrome changes at the moment so its likely that this is intentional. The only thing we can do is wait for the next cycle and see.
