The Shigatse (Rikaze) Peace Airport, ICAO code ZURK, is missing from all Navigraph and related products as far as I can tell. Sizable commercial airport with regular operations.

The simple answer is that China does not offer any public data for such airports, and therefore, the data provider can´t add it to their data.
Here is the official airport list from the AIP China (AIRAC 2510):
