MEL Fuel, when it is identified as such on the OFP, must be above the line. On this OFP in the Delta format, I have 10000 lbs MEL fuel, which is the required fuel for an inop wing tank fuel boost pump on a 767. That fuel must be a part of the required fuel as its carriage is not optional. Depending on the manufacturer, it may be nonburnable fuel (Boeing and Airbus), or burnable (McDonnell-Douglas), but it must be a part of the required fuel.
