Great, thank you very, very, very much for this “positive” feedback, even when that means an additional effort on your side. This change in SU3 was essential and helps a lot, but it has side effects, as a few scenery packages are not 100% SU3 compatible, which results in strange issues, like yours.
I know it is a little bit frustrating (also for us, because we can´t help here directly), but we see this as a “transition phase” which has an end (hopefully )

In a hopes to get the same wonderful support, I am having the same issue. I am new to this whole Sim world, so i might be doing something very obvious. But the Citation X is the first plane I have bought and cant seem to get the simbrief import to work. I have attached my context.xml file. Please let me know if you need any additional information!
I have deleted the Content.xml file, while the sim was closed, and the restarted MSFS24. I went back into the citation and still getting “REQ Pending” stuck on the import page.
Any other suggestions you may have would be greatly appreciated!
Update, Uninstalling the AIRAC Cyhcle 2511 from the Navigraph Hub has allowed it to work. I know many others are saying that, just providing information to the situation

Thank you for the content file. It appears that you have installed several third-party packages in your community folder (Mobiflight or from WinWing, etc.). Have you tried my suggestion to Peter in this thread?
For testing:
Delete the content.xml file from your localcache\<your gametagid folder> (see our FAQ) - I see in your above comment that you have still done it
Try to move all packages out of your community folder into any other backup folder, excluding navigraph-xxx packages, so that these packages will not be loaded any longer.
Then start the MSFS2024 and try it again, please
When it works, you know it is one of the packages from your community folder, and you must try to find out which one it is by moving one package at a time. Time-consuming, I know, but the only way to find out - in 99.9% of these cases, it is a corrupt and/or not 100% compatible SU3 package that the sim will load.
I have followed the steps as described, and it does not fix my issue. The only items in my community folder is Navigraph things. After trying these steps, i again uninstalled the AIRAC Cycle 2511 out of curiosity on restarted the SIM. It worked with no issue, just fine.
Just updating on the status. I would like to have the most updated AIRAC, but it seems like in the citation X, it doesn’t allow for loading a flight plan when installing this.
This is insane, DL Failed. ID is correct, everything is correct and still I can’t download my flight plan into the plane. Makes it completely useless since I can’t even create my own one because it says key not active when trying to set an arrival and approach. 40 Dollars down the drain. And I can’t even delete any folders cause im on xbox
