Why are these two approaches no connected with runway 04?

The reason is that this approach procedure lacks a runway identifier. You see this on the charts on the top right - there is only RNP A without any runway, and therefore it will not be coded directly to a runway, even when you “see” these connections on the main chart. Therefore, you have this chart in the “Runway unspecified” section …
No runway identifier - and this is the important part to code a procedure:
This is a coding rule, not a chart rule. The runway will not be extracted from the chart when the data does not offer a correct ident.
