Must be looked into as creating a flight plan from or to Skytop is not possible!
NY03 is currently assigned to Klenawicus:
X-Plane has a “Skytop” airport at 7N5:

But that’s not in the current FAA database.
I could find a Skytop Heliport:
But that’s in Nowaco, New Jersey. My guess is the old “Skytop airport” simply doesn’t exist anymore.
Flight simulators contain lots of outdated airport data, resulting in weird situations like this where an airport exists in some form in the sim but no longer does in real life.
