VATSIM uses LPPO for both Oceanic and Radar, separated by FSS and CTR. The current active station is FSS, which should display the entire FIR as active. Navigraph is only displaying the radar covered area, which belongs to CTR

Unnfortunately, since we’re dealing with live data, this is not possible to reproduce currently. If you see this issue again, please post the same type of screenshot but also include a snapshot of the VATSIM Data at that point in time - see this post for more information:

as a bit more clear info from the first post, do note that two similar callsigns are used
LPPO_CTR - Santa Maria Radar, is responsible for the areas where radar coverage is available, and should be depicted as above
LPPO_FSS - Santa Maria Radio, is responsible for the entire FIR, main being oceanic, and accumulates responsibilities of the Radar if offline
