this is a sim limitiation/issue because the airport and the runways are very outdated … compare the real-world charts with the MSFS airport diagram. You will see, that runways are not existing in the real-world that runways are missing, … therefore the sim disable all STARs and therefore you don´t find any arrival procedures like the IMLU1A.
You have it in the data but due the sim-limitation it will not be shown and you can´t select it …
Here were I have described this with the KORD example, where also the runways are outdated in the stock scenery.

Ah you don’t mentioned this … and this addon scenery has only 16L/R and 34L/R? Correct?
Can you confirm, that you have installed the latest Navigraph Navdata Center v1.0.5.? And the app is running in the background?

I use MSFS Add-ons linker and its option to automatically delete config.xml before every starts.
Anyways, with the newest Navigraph Navdata Center version, it should work also, but to verify it. Please upload a content.xml file after you have closed the sim so that we can check the file.

PS: by the way, what is the reason that you delete the content.xml file?
When I select/deselect addons, MSFS memorize addons even when deselected. It is not necessary but I use this option of addons linker.
