Both AIRAC 2408 and Charts show Svolvær Airport (ENSH) having rwys 18 & 36, but they should be 19 & 01.

Do you have any official reference for this? Normally, the AIPs are correct.

My problem is not being able to have SimBrief use the same runways that show up in MSFS, both the default airport and the MXI Design addon.

Understood, but we are using real world data. So when the MSFS and the 3rd party scenery shows the old runway IDs, both are outdated than and you should report this (with the AIP Norway reference) to ASOBO/MS and to MXI Design.

I added a fix for the stock airport to the example configuration of my script I linked here, you might try that if know how to run Python.
