I should be able to freely download the last version of the Navigraph db that I have paid for, whether from the website, or through the FMS Data Manager. Just like I can use my last purchased version of the db on Simbrief. I should not have to have an active subscription just to download a version of the db that I have already paid for with my monthly charges.

Navigraph Navigation Data downloads and SimBrief downloads are the same. You can download data during the currency of that AIRAC cycle and continue using that downloaded data.
You cannot access download data not downloaded during past AIRAC cycles.
