I want to use my iPad as second screen to be able to see chart and moving map.

Sure, install Charts for IOS on your iPad and Simlink on your FS machine.

I would like to do this in reverse, I am using the Ipad as the primary screen as that is where my simulator (X-plane) is and would like to use the PC as the secondary screen. I see that the Simlink is looking for the simulator on the PC but not on the Ipad. How can I fix this and set this up?

We do not have a Simlink which runs on the iPad, so this is an unsupported configuration.
The likely usage does not support development of such a module.
