In IVAO currently both LECB_W_CTR and LECB_E_CTR online… but only W is shown in Charts, which was logged in earlier than E… have had also similar issues with other countries sub-sectors, in most of the cases only the one who is logged in first is shown in Charts.

Unfortunately, it is hard for us to reproduce things in retrospect since the scenario you are showing in the screenshots are based on live data. However, there is a way around this!

What are the red areas shown in Webeye?

Those red areas are Special Areas (D-, R- and P-areas, can be shown or hidden as however one prefers. 
By the way, the first screenshot you provided “what should have been shown”, don’t wonder why lower/bigger Area Control area is bit more darker grey than upper/smaller one… there was some overlapping ghost connection thing at that time when I recorded the data… after that ghost connection was removed, lower ACC area was displayed exactly the same, little bit lighter grey.
But okay you managed to reproduce the issue itself, great!
