That would depend on a multitude of factors. What simulator? What developer? What aircraft? What do you mean by “Navigraph maps”?
We provide navigation data, and the ANS 351 is just an instrument that consumes such data. In theory, a simulator addon that includes this instrument could work off of Navigraph data, yes.

We do not have any built-in utilities to measure bearing/distance from VORs specifically.
However, you can:
- Use bearing/distance format as part of your route
- Extract bearing/distance from a VOR using a workaround
The workaround would look like this:
- Create a new flight
- Add your origin airport
- Click on the VOR that you want to use
- Press “Add to route”
- Right click anywhere on the map where you want to measure the BRG/DST to
- Press “Add to route” (placing it after the VOR)
- Your map will show the bearing and distance to the new waypoint
