According to the https://navigraph.com/blog/ca-20-skps?utm_source=newsletter&utm_medium=email&utm_campaign=2510_n&utm_content=challenging-approach-21-antonio-narino-airport and according to the default MSFS navdata, SKPS should have ILS procedure available for runway 20. But it seems not present in the ARIAC 2510 provided by Navigraph: Fenix A320 do not see it and Little Navmap (updated from Navigraph) do not show it as well.

No, the approach is not missing, but only coded as the only approach. The reason for that is that the missed approach starts prior the runway threshold, and therefore, you can´t code an ILS approach.
Red = runway threshold, blue = missed approach point
Use the LOC20 approach instead; the GS will come alive, and you can fly it according to the charts. This is an ARINC424 coding rule, but that doesn´t mean you can´t fly it; you must only select the LOC approach in such cases, and the LOC20 approach is available and also selectable.
