Strange one here. The FMS had an ILS approach but no charts were present. The localizer frequency was automatically populated so I flew it blind from the FMS. With no altimeter setting, I still managed to land safely in IFR, foggy conditions.
So somehow, X-Plane 12 had the data for the FMS (RW19, ILS approach) but nothing for charts. In this situation, where or who should be the one to provide the charts? I realize this is a rural airport in Russia, but it still had a 10,000 plus ft runway, and also had lighting for the arrival was at night. Sometimes those airports would not have lighting.

It is not unheard of for an airport to have IFR equipment and established procedures documented in the AIP, while only providing the charts to approved operators. This could very well be such a case!
I can’t confirm, since I can’t access the Russian AIP. There could also be other reasons for charts from this area of the world to be missing from Jeppesen’s records, of course!
Effective 2 FEB 24 the Jeppesen Airway Manual and the Jeppesen NavData support only International airports (according to AIP Russia) and other airports (high priority airports) which are requested by International operators.
