Route Availability Document

I would like to know if Simbrief planning keeps RAD (Route Availability Document) into account as PFPX did?

It does to some degree. They have a blog post from a while ago (and they have given a small update in a forum discussion here since then, but not sure if any further changes occurred in the two years since then) which describes what they can take into account and what not.

But for many routes, especially the more popular ones, you will find that validated routes have been manually added to the suggestions by members of the community and they will generally show up all the way at the top of the suggestions - they may have become outdated since they were added, but if in doubt, you can validate them through the validator in the NOP and if they turn out to be invalid, it’s usually a relatively easy fix with a look at the respective entries in the RAD.
